Back when Dragon Eye Morrison was a kid, a freak transmission tower accident juiced him up with high-voltage superpowers! Now that 80,000 volts of pure electricity courses through his body, the only way he can discharge the surplus energy is by playing high-voltage rock 'n' roll on his guitar! As a pet reptile investigator, Morrison spends his days looking for lost lizards in Tokyo's backstreets. However, his nights are a desperate battle against the increasingly violent urges of his lizard brain. The investigator is soon faced with another fight when a shadowy figure by the name of Thunderbolt Buddha starts following him around town.

An electronics repairman who assumes the role of a dark hero at night, Thunderbolt Buddha plans to put an end to his strangely intense rivalry with Morrison by challenging him to a showdown!
