After the fall of all civilizations and the subsequent rule through violence, Raoh means to bring peaceful unity through bloody domination, but the cruel Holy Emperor Souther stands in his way. Raoh’s loyal general, the brave warrior woman, Reina, tries to recruit Kenshiro and Toki to the cause, but Raoh’s “brothers,” who trained with him together in the ancient assassination art of Hokuto Shinken, are reluctant to get on board the bandwagon.
